As pest risks grow more complex in high-density, high-traffic environments, regulatory compliance alone is no longer enough. Facilities today must adopt proactive, data-informed strategies to safeguard environmental hygiene and operational continuity.

Understanding the ESR Regulation

Under the Environmental Sanitation Regime (ESR), specified premises including shopping malls, food establishments, and other high-risk sites are required to conduct Comprehensive Pest Management Survey (CPMS) every six months. These surveys aim to:

  • Identify pest vulnerabilities early
  • Evaluate sanitation and structural issues
  • Provide documented risk assessments
  • Ensure accountability in pest control decisions

The CPMS is more than a compliance exercise. It’s a preventive approach that identifies pest risks early and ensures remedial actions are effective, timely, and traceable.

The Role of IPM in Supporting CPMS

Integrated Pest Management (IPM) plays a critical role in strengthening the CPMS framework, offering a structured and sustainable approach that Hysia has consistently advocated. IPM is built on four key principles:

  1. Threshold Setting – Know when and where intervention is truly needed.
  2. Monitoring & Identification – Recognize pests accurately to guide correct responses.
  3. Prevention First – Implement environmental and structural changes that reduce pest habitats.
  4. Targeted Action – Minimize chemical use by applying it only when and where necessary.

This approach not only ensures long-term efficacy but also promotes safety, sustainability, and public confidence.

Knowledge Sharing: Our Webinar Collaboration

In June, we were proud to contribute to Singapore’s growing movement towards smarter, more sustainable pest management. In line with the Environmental Sanitation Regime (ESR) regulated by the National Environment Agency (NEA), our HYSIA team represented the Singapore Pest Management Association (SPMA) to educate participants on how IPM supports CPMS for ESR.

The session focused on empowering key facility stakeholders, including Environment Control Officers (ECOs), ECCs, Premise Managers (PMs), and licensed Vector Control Operators (VCOs) to fully understand the CPMS requirements under ESR.
